Finally an alternative to spending hundreds of dollars on Adobe Photoshop! SplashUp allows you to do semi-advanced photo manipulation. It has a collection of Photoshop like filters and has advanced layering abilities but above all ties into many of the popular photo hosting sites like Picasa and Flickr.

I personally like the fact it's free and there is no software to download.

Sign up is really easy and it's free. I have seen no restrictions on usage, but just like anything that's free and online it might be a little buggy some times. Give it a shot though, it's not photoshop, its "Poor Man's Photoshop." You can find a link to SplashUp here.

Maybe once you get comfortable with SplashUp you will want to look into the demo of Photoshop, there really is no comparison.
